Webinar Overview
This comprehensive webinar will equip participants with the knowledge and practical strategies necessary to effectively incorporate and manage apprentice utilization requirements within public construction contract documents. It will also provide tips for reviewing documents prepared by architectural and engineering consultants. Participants will gain an understanding of the intricacies involved in enforcing these requirements, including ideas for managing compliance with current regulations. The webinar will cover current regulations, best practices, and real-world considerations.

We will emphasize the importance of defining key terms and outlining acceptable documentation for compliance AND how to review these important clauses should you hire consultants to prepare documents on your behalf.

Presenters
- Aleanna Kondelis, Consultant, MRSC. Aleanna is a consultant and managing member of Public Procurement Partners of Washington, contracted with the Municipal Research Services Center of Washington (MRSC). With nearly two decades of experience in public procurement, Aleanna has held various titles, accreditations, and certificates in the procurement and public works sectors. She holds a master’s degree in public administration and actively volunteers on several boards and community organizations dedicated to enhancing public contracting.
- Jim Kaltenbaugh, Apprentice Utilization AUR Specialist, L&I. Jim is the AUR Specialist for the Apprenticeship section at L&I. He oversees AUR compliance on public works projects covered by RCW 39.04.320 and provides training, feedback and guidance primarily to awarding agencies, but also to contractors, as needed. Jim came to L&I after retiring from the Army in 2015. He has been in the AUR specialist role since it was created in 2019.
