Training Overview

Are you new to a position in local government finance and looking to develop the skills and knowledge to do your job more successfully? Based on feedback and questions we have received over the years, MRSC is offering an intensive five-day Municipal Finance Bootcamp intended for new clerk/treasurers and finance directors. This course will provide an in-depth review of the various procedures, rules, laws, and reporting requirements that these finance positions are typically responsible for. 

This upcoming bootcamp will occur in Lynnwood, WA. MRSC will also be offering more bootcamps in the future.


Educational Objectives

By completing this course, you will be better equipped with the tools needed to meet the demands of your job and improve your agency’s overall finance management and operations. Topics that will be covered include:

  • Key internal documents
  • Cash receipting
  • Payroll
  • Accounts payable/receivable
  • Fraud prevention
  • Cash reconciliation

  • Annual reports

Training Schedule

Registration includes coffee, tea, and lunch on all days (except Friday). During the bootcamp, attendees can sign up for an optional "1-on-1" session to meet with Eric or Cheryl between 4:15 PM - 5 PM.

Who Should Attend?

This training is intended for new clerk/treasurers and finance directors from small cities and counties with minimal experience in municipal finance in Washington. Special purpose districts are also welcome to attend, although some material is only applicable to cities and counties.


Presenters

  • Eric Lowell, Finance Consultant, MRSC. Eric Lowell joined MRSC in December 2020 as a Finance Consultant after working in local finance for over 14 years. He has worked for a local city and a special purpose district in Washington. Eric has experience as an accounts payable clerk, payroll clerk, finance analyst, finance supervisor, and a finance director. At MRSC, Eric provides guidance to local government on various financial issues.
  • Cheryl Grant, Finance Consultant, MRSC. Cheryl joined MRSC in August 2023 as a finance consultant. Cheryl has many years of experience working in local government finance, particularly with small cities. Prior to coming to MRSC, Cheryl spent 13 years as the finance director for the City of Chelan, as well as consulting on a variety of finance-related topics for small cities.

The Washington Counties Risk Pool (WCRP) is supporting small member-county attendance to the upcoming bootcamp by paying for up to three (3) registrations, limit one (1) per member. This offer covers the cost of registration only and travel/meal costs associated with this training will be the county's responsibility. Washington Counties Risk Group (WCRG)

Cities Insurance Association of Washington (CIAW)

The Cities Insurance Association of Washington (CIAW) will provide limited scholarships for this training. Risk Management Service Agency (AWC-RMSA)

This training is eligible for a Risk Management Service Agency (RMSA) reimbursement scholarship under their scholarship program policy. RMSA Scholarships are only available to current members of the RMSA. Members must submit an application, prior to attending the event, for approval by RMSA staff.
