Join us for this insightful webinar to learn about tort law as it applies to local governments. This session will cover the nuances of the tort claim requirement under RCW 4.96.010, as well as address recent updates from Washington’s appellate courts and the direction tort law is heading. Topics include negligence, the public duty doctrine, premises liability, recreational immunity, and more. Through case law examples, attendees will gain an understanding of the legal landscape as applied to local governments and how to navigate potential liabilities.

Presenters
- Dan Lloyd, Assistant City Attorney, City of Vancouver. Dan Lloyd is an Assistant City Attorney for the City of Vancouver, Washington. In addition to providing general counsel advice to the City’s Finance Department, Mr. Lloyd serves as one of the City’s lead litigation attorneys, handling cases from pleadings through trial and appeal in areas such as personal injury, civil rights, employment, public records, contracts, and general torts. Mr. Lloyd has presented at more than 20 CLE seminars in Washington State covering topics such as WSAMA’s Tort Law Update, qualified immunity, the public duty doctrine, recreational immunity, and the attorney-client privilege. He served on the Board of Directors for the Washington State Association of Municipal Attorneys (WSAMA) from 2017-2025, including as its President from 2023-2024. He is also a longstanding member of the WSAMA Amicus Committee, serving as the Committee’s Chair from 2016 until 2022. Mr. Lloyd has authored over two dozen amicus briefs that have been filed with the Washington Supreme Court, Washington Court of Appeals, United States Court of Appeals for the Ninth Circuit, and United States Supreme Court. He graduated summa cum laude from Gonzaga University School of Law in 2003 and served a one-year clerkship at the Washington Supreme Court. In addition to also currently presiding over civil cases as a Clark County Superior Court Arbitrator, Mr. Lloyd serves as a Commissioner Pro Tempore for the Clark County Superior Court, presiding over numerous dockets covering unlawful detainer, dependency, family law, and juvenile offender.
- Linda Gallagher (moderator), MRSC, Legal Consultant. Linda joined MRSC in 2017 as a legal consultant. She previously served as a Senior Deputy Prosecuting Attorney for King County and as an Assistant Attorney General. Her municipal law experience includes risk management, torts, civil rights, transit, employment, workers compensation, eminent domain, vehicle licensing, law enforcement, corrections, and public health. Before joining MRSC, Linda handled tort law cases for King County for many years including tort claims and lawsuits involving Metro Transit, public health, county corrections facilities, law enforcement, streets, roads, sidewalks, and premises liability in county buildings. Prior to King County, she worked in the Torts Division of the Attorney General’s Office handling tort matters involving state employees, officials, and agencies. She has taught trial advocacy at UW School of Law, Emory Law School, and with the National Institute of Trial Advocacy (NITA). Linda is also a certified mediator. Linda is a graduate of Saint Martin’s University and the University of Washington School of Law.
